Summary/Abstract: Being a EU member state, Romania has encouraged a modern approach of the public administration analysis. Up to now such attempts have been done from a strategic point of view, focusing on ‘principles of excellence’. Our study is an exercise towards the legal framework that led to an environment favorable to systemic innovation and an innovation culture, already established/possible in the near future, in the Romanian governance and public management. An example of good practice is SOLVIT, a network service for the authorities from the EU member states and within them as well. Such a service may contribute to administrative problems solving, regarding the living conditions or economic activities displayed in a certain country. The success of such a network means active participation and capacity of the member states in providing promptly the results waited by citizens and enterprises
