The first part of this article shows that it is irrelevant to seek to demonstrate that Judaism and democracy are compatible, as they emerged and developed in radically different social environments. Ancient Judaism functioned as a theocracy that had little in common with the Greek polis, while the latter has few commonalities with modern democracy, which sharply distinguishes between the private and the social spheres.

In introduction the causal relationship between different (formal and informal) areas of civil education and the process of society democratization is established. Next follows deliberation about the function of civil education in context of dynamics of the civil and political society in transition, as well as discussion about classical models of relationship between the state and the civil society. In order to „direct“ the conception of civil education towards specific aims, the specific form „minimum of social capital“, which is necessary for the balanced civil and political society in transition, has been considered, that is, the form of social capital that corresponds with the idea of citizen education in society in transition. In the last chapter is analysed the syllabus of the school subject Civil education, that is, its consistence with desired form of social capital, which is meant to be achieved by citizens’ education.

As a product of epistemological underdevelopment, seemingly unnecessary doubts and perplexities are often brought to focus as theoretical dilemmas in the social work science. With the aid of a more sober gnoseological interpretation, these doubts and perplexities can be disambiguated, and in the context of contemplative reality, properly comprehended. As illustrations of this thesis, in this text are mentioned quasi-theoretical doubts about the terminological marking and multi-faceted meaning of the term theory, then the illusion of the theoretical juxtaposition of modern and mental past experience, fictive clash of universality and cultural specificity of social work, projected theoretical inability to reconcile folk and scientific experience, and the theoretical confusion of not recognizing the universal nature of the historical and civilization labor of social work.

Habilitation-rehabilitation of children born with congenital anomalies represents assistance in terms of maximal functional abilities training and, in every way, inclusion into family and social environment. The main aim of the research is to show some economic and social characteristics of the primary families of children with congenital anomalies and the influence of social environment (housing) in the course of rehabilitation. The research was conducted in the period between 2009-2011 year at the Institute of Gynecology and Obstetrics at the Clinical Centre of Serbia in Belgrade. Sixty patients born with congenital anomalies, residing in the family or in the social welfare institutions, participated in the study. The results show that children as part of the families significantly improved in psychomotor development (p = 0.007) and reduction of motor disorders (p<0.01) than children in the institution after discharge from the hospital. The solving of existing problems in the children with congenital anomalies care and the improvement of social welfare both require continuous and comprehensive work, evaluation performing, detection of the weaknesses and analyzing of the possibilities for family support provision.

The article deals with Buddhism, religion without God, but a divine interpretation of the world and a rational basis this doctrine disseminates. Social and philosophical values in this article are presented as a complete system that gives meaning to existence, functioning and explanations of society and the individual in it. In this context, the article starts from the philosophy of Buddhism rejecting the extremes in thinking and behaviour, and developing a philosophy of moderation, i.e. middle way which ensures good karma based on fairness, duty, decent behaviour, naturalness and the order of nature. In order to achieve this values and make them an integral part of human behaviour in relation to other people, moral behaviour, moral discipline and intuitive wisdom are needed. Still, the system inevitably seeks to attain the state of freedom that is possible by identifying the pain, the causes of suffering and elimination thereof. It is obvious that this doctrine is based on the values that are indisputable in social policy (work, freedom, justice, solidarity, humanism) and as such excite the attention of workers in the theory and practice of social policy. It also identifies the causes that lead to psycho-social problems of man and offers a way in which these problems can be rectified. The article provides a valuable philosophy to complement theory of social policy in the area of values, i.e. principles of social policy and a valuable form for its theory and methodology.

Within this work authors argues that religion and religious communities are strengthening their position in social and political life. Parallel to the process of SFrYugoslavia disintegration and formation of new states was the process of reintegration of Islamic community and formation of independent Islamic communities within new sovereign states. Islamic communities are considered as one of the most important religious communities made after the Yugoslavia downfall. Since in Serbia there is more than one Islamic community within this work we will show relations between them. In addition, the situation is even more complicated due to the fact that Islamic communities in Serbia have different relations towards Islamic community of Bosnia and Herzegovina. These relationship are the central point of this paper as well as political consequences that are produced from it.

In international humanitarian law there are only a few rules which directly protect the environment. These rules are contained in the Additional Protocol I of 1977, the ENMODConvention of 1976 and the Convention on Conventional Weapons, as well as in its Protocol III on Prohibitions or Restrictions on the Use of Incendiary Weapons. In addition, there are a number of rules within this branch of law which indirectly protect the environment during armed conflicts. The most important among them are the general principles of international humanitarian law (military necessity, proportionality and distinction) which are applicable to all states due to their character of being customary law. Moreover, some treaty provisions provide for indirect environment protection, and they are contained in the Hague Regulations of 1907, the Fourth Geneva Convention of 1949 relative to the Protection of Civilians and the Additional Protocol I.

The Psychobiological model of temperament and character proposed by Robert Cloninger has been changed during last two decades according empirical findings and theoretical refinements. The model has had a great influence on the DSM classification of personality disorders. Despite that fact, there are still some unclear conceptual solutions and contradictory empirical data. This paper presents critical analyses of the basic theoretical assumptions and operationalization of the model. The authors discuss the results of structure analyses of the model and the psychometric evaluation of TCI-R inventory at levels of the two-part system of temperament and character; the seven basic dimension of personality; the inventory sub-scales; and the analysis of individual items.

The main goal of this article is to show how local ombudsmen in Serbia work. The article analysis data gained by available legal do cuments, as well as by empirical research conducted in November 2011. Text contains three parts: one is deducated to the capacities of this institution, predominantly the office of local ombudsman; the second analyses the quality of ombudsman`s work, as well as the quality of work of local government bodies, which this institution controles; the third one focuses on the relationship between om budsmen on different levels of government (local, pokraina`s and republic ombudsman), on the manner of ombudsman` capacitiy improvement and on the relationship with other local government bodies. The main instrument for measurement of the quality of om budsman` work is usefulness of this institut to citizens, having in mind the protection of their rights and strenghtening respronsibility of government bodies as well as upgrading the quality of democratic culture.

Outline of the structure of the Open Method of Coordination (OMC): its origin, characteristics, main advantages and disadvantages, presents an introduction to the considerations of more specific applications of the OMC - in the fields of employment, social inclusion, pensions, health and long-term care. European theoretical and practical efforts directed towards developing and adapting the OMC in different sectors and current experience in its application, constitute a framework for the considerations of the compliance of the Serbian social security system with the objectives of the OMC. This contribution to comparative analysis should provide an orientation about the extent to which the national social system fits into the European social and solidarity limits (and requirements).

Many criteria are now imposed in order to evaluate the effectiveness of existing economic systems, and economic relations and processes. It is very important harmonization of the market economy principles underlying these criteria, on the one hand, and their implementation in practice, on the other. In this paper we will specifically deal with the market structure, as specific precondition for the emergence and functioning of the market economy. The theory warns us, and practice roughly confirms that it is not possible to make a clear distinction between the subjects in the market, which introduces a new concept of analyzing the market structure, and that is the market concentration. It helps to clarify the relationships of competition and market concentration. However, difficulties can arise especially in countries in transition such as Serbia. Despite the evident desire to regulate relations in the market and to establish equal conditions for all market participants, market structure transformation process in Serbia is particularly difficult by the privatization process that created the conditions for the emergence of monopolistic market structures.

The article is the second part of the study the examines how political institutions affect economics policy notably, fiscal policy (the first part of the article was printed in the previous volume of Godišnjak FPN). In this part, we give results for the remaining four indicators that make up the power index - executive flexibility during execution, sufficient time for scrutiny and discussion, assembly committee capacity, and access to budgetary information. In the end of the article we put our findings in the comparative perspective.

By applying the realist, liberal and constructivist approaches to International Relations, in the light of the position the European Union holds in world politics, we are going to answer the question whether the aforementioned theoretical approaches see (do not see) a global actorness for the European Union. Each of the approaches answers the question of the EU’s own manifestation of its actor capacity—by means of using the concepts of the hard, the soft, and the normative power in the analysis. This shall be a way to investigating the degree of EU’s (global) actorness, as well as to testing its actorness through the actual implementation of the Common Foreign and Security Policy via the three aforementioned concepts of power.

Due to a socio-economic transformation in Slovakian society we can observe changes in the spatial distribution of entrepreneurial activities. Along with the residential suburbanization we can identify processes leading to the redistribution of entrepreneurial activities in the hinterland of Bratislava. The aim of this paper is the analysis of commercial suburbanization in the Bratislava Functional Urban Region with special attention to retail and logistics. The results indicate that the Bratislava undergo initial phase of the decentralization of entrepreneurial activities.
