The aim of the research is to create an exhaustive list of Jewish periodicals published in Transylvania. It was not our intention to include the publications in which Jewish journalists also published, but only those that identifi ed themselves as Jewish newspapers. Besides the reports and other publications of Jewish communities, we searched for the magazines of Jewish schools, youth publications, yearbooks and religious newspapers, to obtain a full picture of the history of the Jewish press from Transylvania.

The article presents an analysis of Dimitar Petkov’s texts published in his newspaper project the Svirka. Political humour pervades his political writings. His satire combines the intelligent awareness of the ordinary man and the courage to maintain a position in the political and public life. His newspaper reflects current issues and problems, parodying some of the society morals and political figures. Dimitar Petkov depicts Bulgaria with its sheepish patience, its acceptance of the numerous compromises with people's honour and conscience and its indecisiveness.

Communication and communication behavior are significant phenomena in the field of human action. Positioning in public and media discourse is directly related to the level of communication competence of an individual. Communication competence can be considered as crucial for the appropriateness and success of his or her behavior in the public and media sphere, as well as for the realization and outcome of the public and media discourse of each participant individually and all participants together. On the other hand, the “speed of life” in modern societies also dictates the pace of communication. People are exposed to a large number of emerging situations and relationships that makes communication an increasingly challenging. In addition to the theoretical stronghold on communication and communication competence, the paper examines some of the essential features of communication behavior in public and media discourse, such as the culture of dialogue, the ethics of public words, and hate speech.

Celem artykułu jest udzielenie odpowiedzi na pytanie o wyzwania stojące przedrozwijanymi w Polsce studiami teoretycznymi nad polityką zagraniczną upatrującymiczynników sprawczych na poziomie krajowym. Tekst składa się z pięciuczęści. W pierwszej wskazano prace przeglądowe z zakresu tego typu teorii opublikowanew XXI w. Następnie przedstawiono historię rozwoju światowych badańw tym zakresie. W części trzeciej omówiono współczesne wyzwania stojące przedtego typu studiami. Potem zaś zaprezentowano historię takich studiów w Polsce.Wreszcie na tak zarysowanym tle porównawczym wskazano wyzwania stojąceprzed polską nauką. Artykuł ma formę przeglądu literatury na podstawie strategiiporównawczego studium przypadku. Metodą pozyskiwania danych była jakościowaanaliza tekstu. Bazę źródłową stanowiły anglojęzyczne publikacje z USA i EuropyZachodniej, a także prace opublikowane w języku polskim.

The purpose of the text is to present how the substance of the philosophy of scienceis presented in the international relations science literature. The research problem,however, is: how what belongs to the meta-theory of international relations scienceis combined in the discourse of this discipline with the issues of both the traditionalphilosophy of science and the philosophy of social sciences. The first importantissue raised in the text is the attempt to define how the philosophy of scienceis understood in the international relations literature. Then, the paper presentshow the issues of philosophy of science overlap the meta-theory of internationalrelations science. Another issues addressed, are a number of specific problemsin the philosophy of science, such as the concept of truth, the demarcation criterion,the issue of rationality of science or scientific progress, and how these issuesfunction in the perception of representatives of the discipline. Attention is drawn toa number of problems regarding the reception of the philosophy of science in the fieldof international relations science. Finally, the text proposes an original conceptof the perception of the issue of philosophy of science within the internationalrelations science, based on the ideals of science, the category derived from thethought of Stefan Amsterdamski. This, in turn, allows the substance that has beenmentioned above to undergo a new interpretation, indicating the regulatory ideasaccording to which (normatively) the international relations science should bedeveloped and at least outline (empirically) which regulatory ideas in fact governthis social practice.

This paper makes reference to Grice’s conversational maxims and their applicability to Călin Popescu Tăriceanu’s investment speech as Prime Minister. As Grice (1975) considers that “the conversational meaning of the words used will determine what is implicated, besides helping to determine what is said” (1975: 44), I am interested in analysing the Prime Minister’s investment speech from this very perspective of the meaning that lies hidden behind what he actually says. To this aim, I attempt to establish whether the Gricean conversational maxims are followed or flouted in the speech selected.

The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions.

This comprehensive study aims to investigate the role that governance and public spending have played on selected modern and sustainable development indicators. In order to reach the conclusion, it is hypothesized that governance, public spending and other socio-economic factors would have some effects on selected development indicators. In light of such assumptions, a number of theories relating to sustainable development, governance and public spending are then explored and examined. This study differs from several other literatures in the field of development indicators as here, World Development Indicators (WDIs) are used to represent development, owing to their comprehensive focus that are highly related to the core concept of development. Cross-sectional multiple regression is used to analyze the average data of the period between 2013 and2015. The results reveal that governance variables, health expenditure, and GDP per capita have the most positive impact on WDIs. This implies that the government should first be effective and trustworthy, and that it should be equipped with good governance. In addition, good and effective health expenditure must be ensured, as well as economic growth, in order to achieve better development outcomes.

One of the main tasks of the community (affecting, i.a, establishment of the areas’ purpose and determination of the areas’ development) covers shaping and conducting spatial policy. The indicated task until the entry into force of the Act of 05th July 2018 on facilitating the preparation and implementation of housing and associated investments (i.e. Ustawa z dnia 05 lipca 2018 r. o ułatwieniach w przygotowaniu i realizacji inwestycji mieszkaniowych oraz inwestycji towarzyszących, hereinafter u.p.r.i.m.i.t.) was implemented by institutions specified in the Act of 27th March 2003 on spatial planning and development (Ustawa z dnia 27 marca 2003 r. o planowaniu i zagospodarowaniu przestrzennym, hereinafter u.p.p.), i.e.: study of the conditions and directions of spatial development of the commune and a local spatial development plan. The provisions of the u.p.r.i.m.i.t. introduced new legal institutions into the legal order with aim to fulfil aforementioned task. The indicated institutions were to (in the assumption of the legislator) simplify and improve the administrative procedures related to the preparation and implementation of investments, however the legislator covered with u.p.r.i.m.i.t. only regulations regarding housing and accompanying investments. This article presents issues related to the preparation and implementation of housing investments, comparing legal solutions included in u.p.p. with solutions provided in u.p.r.i.m.i.t.
