The paper analyses and considers the character and consequences of reforms in the eldercare system in Croatia, putting reforms in comparative perspective and taking into account the existing knowledge on the effects of similar reforms in European countries. The analysis begins with the period of socialism when the eldercare policy started to develop and continues through the 1990s marked by pluralization of service providers and the beginnings of decentralization, and the period of the 2000s until today marked by growing fragmentation of the system and the professionalization of non-institutional forms of care. The social risk of dependence in older age does not have the necessary attention of policymakers. Reforms of the past twenty years aimed at cost-containment in the eldercare system and the reduced role of the state, and were reflected in marketization, individualisation and professionalization of care. The eldercare system failed to cope with the growing demand for services and remains of residual character, fragmented and characterized by social assistance orientation. Future reforms will have to seriously address the sustainability of the eldercare system, in particular sustainable solutions of financing long-term care.

The subject of the paper is an analysis of the European integration process in the field of social policy and an assessment of the significance of that policy in the European social dimension creation. The socio-economic cohesion indicators show a wide diversity among the Member States in terms of social protection level and their divergence has deepened since 2008. The analysis suggests that the recent financial-economic and debt crisis has substantially contributed to the decrease in economic and social cohesion of the EU which is one of the major factors hindering the development of the European social model at the current stage of integration. The EU countries can be divided into three groups: 1) the Northwest countries (9), 2) the Southern countries and Ireland (6), 3) Central and Eastern European countries (11). Countries from the 1st group (Scandi-navian countries, Belgium and the Netherlands, as well as France, Austria and Germany) have maintained their advantage in raising economic and social standards in comparison to the EU average (with the exception of the UK). In the 2nd group (the Southern countries) divergence indicators have increased, particularly in Portugal, Spain and Greece, however, divergent processes have also occurred in Italy and Cyprus. Central and Eastern European countries have been extremely varied, but divergence indicators had been lowering in five of them and their position against the Southern countries has been improving. Other factors delaying harmonization of social policies at lower stages of integration have also been identified, which were: 1) the neoliberals’ heavy impact on concepts and plans for the development of integration at the various stages and focusing attention on the economies of scale, 2) the diversification of welfare state models in the Member States and of the social needs funding level, 3) the lack of social policy development strategy, 4) the welfare state policy crisis, 5) monetary integration and the need to meet the Treaty criteria for monetary union, involving a fiscal balance improvement and public debt reduction.

In the article, the theoretical and economic aspects of the category “security” are considered; the distinction between philosophical and socio-economic approaches to the understanding of social security is drawn. From the point of view of the system approach, the place of social security for national security protection is determined. The theoretical content of the category “social security” is shown; in the authors’ treatment, the specifying concepts such as “social risks”, “danger”, “threat” are given. For the purpose of risks identification (deviations) and the revealing of the factors of inefficient financing, the methodological tools for the assessment of the social security of a region are proposed. These tools are based on the integrated assessment of the regional socio-economic indexes and the indexes assessing the budgetary financing of the territory. The methodical approach offered by the authors is based on the detection of dependencies between the social and financial security of a region. As estimates, the indicators reflecting the level of social security in the territory of residence are chosen: income, expenses of the consolidated budget of a region, growth rate of gross regional product, rate of natural population growth, level of unemployment, population share with the income below living level. This approach is approved on the example of Perm Krai and Sverdlovsk region; the regularities, the favourable and adverse periods for social security of the region are revealed. The received estimates are ranged depending on a temporary log of growth (fall), elasticity and sensitivity to the budget financing. The results of the assessment have shown that, from the point of view of social security protection, Perm Krai has entered a stage of deep recession, which started in 2012. Similar tendencies are observed in the Sverdlovsk region. Nevertheless, considering both a visible variety and the dominating influence of Perm Krai and Sverdlovsk region on the social and economic development of the Volga and Ural Federal Districts respectively, the given comparison is of scientific and practical interest.

In Poland, municipalities play a key role in pursuing the housing policy focused on satisfying the housing needs of the local community. The housing stock of a municipality was separated mainly to satisfy the housing needs of households which achieve a relatively low income and are not able to cope with this task alone. Therefore, a municipality should take all actions which promote the effective use of the existing housing stock. However, because of burdens arising from the transformation of the previous economic system, actions taken by municipalities in respect of housing are often not able to meet the needs of part of the local community. In the article the authors indicate the specificity of the problems in the field of housing policy of Krakow Municipality (KM) and the ensuing KM activity in the management of the owned housing stock in the view of the applicable law.

On the basis of the analysis of archival documents and the published sources activities of the state for providing with a salary of representatives of various specialties during the Great Patriotic War are considered. Special attention is paid to dynamics of salaries of research, educational, cultural institutions staff and engineers. The author comes to conclusion that the Soviet authorities constantly sought to raise the salary of intelligentsia throughout the whole war considering it a guarantee of successful fight against the enemy.

In today’s modern society innovating in every organization becomes a key of its competitive advantage and survival in the highly competitive market. This rule, sooner or later will have to be accepted by our primary sector health care organizations. All institutions must strive that by constant innovating, using in the best manner possible the limited and available resources, to, in the long term, ensure continuing business and better future. The scope of innovating activities must be all segments of the health care organizations. All employees must be involved in innovating process, and not only the research and development departments (R&D). The health care institutions, which constantly innovate, enjoy the permanent advantage in the competition with their competitors. They are able to produce products and services that are cheaper and of better quality. The innovation type, which the particular health care institution chooses, represents, in its essence, the nature of the innovation. It also includes the influence of change on the value chain participants, competence and firms’ inclination in tedious fields of innovation and innovative management. The modern markets require from the health care organizations to be more dynamic, and the environmental changes demand comprehensive innovative orientations. The people who kick start innovations in health care field are in principle leaders. The leadership variables become very important having in mind that almost all organizations, to a certain extent are built based on the hierarchical structure. As the result of this fact, the decision making centers tend to be concentrated in the hands of the leading individuals. The science has found the relationship between leaders’ motivations and the frequencies of the innovations. The health care in Federation of Bosnia and Herzegovina (F.B&H), and its entry and Primary care sector are faced with the serious challenges. Thus, innovating in this sensitive service field becomes the imperative for society. Innovating and at the same time, managing these processes is necessary for more reasons. Financial resources allocated for health care in B&H are limited, and are expected to remain so in the future. The second part of the challenges the health care sector is facing is represented in the aging of the population. The people live longer, and as the consequence, for the health maintenance of population over 65, more and more resources are spent. By innovating, best practice checking and waste reducing the immense savings can be achieved in the health care. These actions, as well as the quality applications of best practices will enable that health care outlays, (which exceed ten percent of gross domestic product (GDP) for B&H for 2011), shall, either remain stable or decline.

Social work in schools is a part of the professional work primarily oriented at prevention. Given the age range of children involved, elementary and high school education provides an optimal environment for an organized social intervention within primary and secondary prevention in students’ behavior. Positive provisions in Bosnia and Herzegovina allow but do not require the employment of social workers in schools. The focus of this research is in the perceptions of the different participants in the educational and social work system in regards to necessity of the mandatory employment of the social workers in schools. The research was conducted in elementary schools and high schools, as well as in designated schools for special needs children in Bosnia and Herzegovina, and in social work institutions. Among the interviewees were the teachers and other professionals employed at schools; the research also included parents as well as the employees at social services. The interviewees recognized the importance of social work in schools. While taking into consideration different participants in the research, determining attitudes on the benefits of the mandatory social work in schools showed statistically significant differences in the arithmetic means of the each group, favoring social work professionals. Social work in schools is the missing link in a complex chain of behavioral disorder prevention in students.

Unfair distribution of income and poverty are the common problems of all countries in these days. Therefore, local or global plans must be arranged concerning the solution of the problems of unfair distribution of income and poverty by considering the effects of both issues to each other. Unfair distribution of income and poverty is seen to a certain extent in Turkey as well as in the world. Although unfair distribution of income and poverty seemed relative rise with the effect of global crisis, recovery in income distribution, relative decrease in absolute poor number and poverty ratio have been witnessed in Turkey. Economic and politic stability, provided after the crisis of 2001, and the rise in social welfare contributed to this positive process. However, the amount of rise of social welfare is not sufficient. Permanent solutions must be generated to the process of challenging with unfair distribution of income and poverty.

The purpose of this research, to examine the level of organizational citizenship behaviour, power distance and perception of organizational justice among police that working Konya police department and determine the impact of power distance and perceptions of organizational justice on organizational citizenship behaviour. This research is done by survey model and has been conducted five hundred fifty eight police that were employed in Konya Police Department. According to the experimental results, there is a weak and negative relationship between organizational citizenship behaviour and power distance, there is a weak and positive relationship between organizational citizenship behaviour and perception of organizational justice among police that were employed in Konya Police Department. As a result of the regression analysis power distance expectations and perception of organizational justice variables explain organizational citizenship behavior rate was found to be approximately percent of twenty two. In addition, the largest contribution to this explanatory variable is observed that the interaction justice .

Project finance is a financing mechanism to fund long-term investments considering the expected cash flow from the project at which asset and liabilities are generally booked in financial statements of special purpose vehicle (SPV). For recent years, healthcare services in Turkey are somewhat delegated to private sector through Public Private Partnership (PPP) model that project finance plays a critical role. In this model, investment is realized by private sector and risks are shared among related parties. The fund needed for investment can be raised through syndicated loans with the contribution of domestic banking system. Nevertheless, banking sector in Turkey has limited capacity to raise long term capital considering the funds utilized for these projects. This study aims to examine the finance structure of long-term PPP Healthcare Projects in Turkey by conducting interviews with the bankers who have been involved in this process.

Gender Mainstreaming (GM) was introduced by the European Union(EU) in 1997, as a strategy to achieve gender equality in all policy areas. Yet, European countries greatly diverge in their progress of implementation. We investigate the role GM played in Romanian and German policies aimed at achieving work-family reconciliation, using concepts from feminist policy analysis. Our analysis shows that pre-existing policies and discourse, the economic situation, as well as the relationship with the EU have shaped and impeded the implementation process of GM in both countries. While Germany slowly moves towards more egalitarian policies,GM as label and strategy did not succeed. In Romania, GM has only impacted work and family reconciliation indirectly through EU legislation.

Američki diplomata Richard Holbrooke je duboko razmišljao o jednom problemu uoči izbora u Bosni septembra 1996., a koji su bili zamišljeni da povrate građanski život u toj razorenoj zemlji. “Pretpostavimo da su izbori proglašeni slobodnim i poštenim”, rekao je, i da su ti izabrani “rasisti, fašisti i separatisti koji su javno suprotstavljeni [miru i reintegraciji]. To je, dakle, ta dilema.” Uistinu, to jeste dilema, ne samo u bivšoj Jugoslaviji nego, u velikoj mjeri, i širom svijeta. Demokratski izabrane vlasti, često uključujući i one koje su ponovno izabrane ili potvrđene putem referenduma, rutinski ignoriraju ustavna ograničenja svoje moći i lišavaju građane osnovnih prava i sloboda. Od Perua do palestinske administracije, od Sierra Leone do Slovačke, od Pakistana do Filipina, vidimo uspon uznemiravajućeg fenomena na međunarodnoj sceni - neliberalne demokratije.

Kako društva mogu savladati krhotine patnje koje vise nad njihovim formalnim pokušajima da “srede” minuli nasilni konflikt? Budući da pokušavam dati prilog nekim moralnim perspektivama našem promišljanju ovog velikog pitanja, osjećam se obaveznim da ponudim izvinjenje lišeno samopouzdanja. Mi koji pišemo naše znanstvene refleksije o patnjama drugih ljudi nismo nužno beskorisni za prevenciju ponavljanja takvih patnji ali imamo obavezu razjasniti od početka da nemamo pravo previdjeti granicu između našeg konfora i njihovog bola bez prethodnog priznavanja naše /?eekspertske pozvanosti da govorimo o toj stvari. Ovdje mudrost i obzir tri čovjeka koji su prišli Jobu sa one strane koja mu je bila pokrivena plikovima, izgleda potpuno ispravan model za sve one po strani koji gledaju na patnje drugih: “Podigli su svoje glasove i zaplakali glasno.” Ali onda: “Sjedili su sa njim na zemlji sedam dana i sedam noći i niko mu nije rekao ni riječ, jer su vidjeli da je njegova patnja bila veoma velika.”

To znači da svi mi od trenutka rođenja posjedujemo određena prava koja se nazivaju ljudskim pravima. Ljudska prava su zajamčena svakom čovjeku na temelju njegova postojanja kao čovjeka i ona su neotuđiva, što znači da ne mogu nikome biti oduzeta. Ona su u svim područjima osnova mirnog zajedničkog suživota: kako u međunarodnoj, tako i u nacionalnoj politici, u mjestu gdje stanujete ili u porodici. Ona se tiču svakog pojedinca i zagarantirana su svakome.

This study utilizes an AR(p)-EGARCH model to examine the causal links and volatility transmissions between inflation uncertainty, output growth uncertainty and macroeconomic performance measured by inflation and output growth in Sri Lanka for the period 1993-2014. The empirical results show that higher inflation does cause welfare loss, both directly and indirectly, through the inflation uncertainty channel. Thus, there is an overwhelming support for Friedman- Ball hypothesis that higher inflation is accelerating inflation uncertainty. Secondly, inflation is negatively affecting output growth (and its uncertainty) while inflation uncertainty is increasing output growth. Finally, output growth generates output uncertainty while there is no evidence of the mutual effects of nominal and real uncertainties on one another. Our estimated results suggest that policy makers should make use of monetary policy for achieving multiple policy objectives such as reducing inflation and its volatility while restoring sustained and stable economic growth.
