On 22 April 2013 was held at the headquarters of the Department of Political Science of the University of Rzeszów-here I National Scientific Seminar, which met under the slogan „Considering on the nature of policy and politics.” It was organized by the Department of Theory of State, Law and Policy. It brought together representatives of five national research centers: University of the Jagiellonian University. Adam Mickiewicz University in Poznan, Lodz University of Maria Curie-Sklodowska University in Lublin and Rzeszow State. The presented report describes the seminar that took place on 1st of December in the building of the Law and Administration Faculty of University of Rzeszów. The seminary was devoted to the problem of terrorism in the context of human rights. The organizers invited three notable guests: gen. bryg. rez. dr inż. Tomasz Bąk, mjr Adam Bogacz, doc. dr Krzysztof Czubocha, who made very interesting speeches, including practical and theoretical issues. The event gathered many listeners, especially students, but also workers of the University.

The article reviews the main proposals in the “Memorandum of the French government for organizing a European Federal Union”, bearing the date May 1, 1930, known also as “Project Brianne”. Bulgarian government received an invitation from the “Quai d’Orsay” to express its opinion on the document. The proposals of the French Prime Minister A. Brianne prompted the press of all political parties and authoritarian nationalist formations to express their attitude not only to “Project Brianne,” but also to evaluate the role of France in international relations in postwar Europe. The author also presents the basic principles and proposals set out in the response of the Bulgarian Ministry of Foreign Affairs.
