Extraordinary leaders are faced with risky and difficult situations in their decisions to manage extraordinary conditions due to their position. The fact that processes such as the conditions related to the COVID-19 epidemic, school services, and behaviors require a detailed questioning of extraordinary leadership uses constitute the purpose of use. The study, which aims to determine the leadership characteristics according to the behaviors they exhibit by examining the pandemic practices and decisions of the country leaders within the framework of goal-oriented leadership approaches, was designed with a qualitative method. In the paper, the statements of the country leaders in the press and in their official accounts were examined by transferring them to the Nvivo 10 program, taking into account the official first appearance of the coronavirus in Germany, America, China, England and Russia. As a result, extraordinary leaders exhibit charismatic, ideological and pragmatic leadership behaviors, as well as a successful extraordinary leader; proactive, democratic, collaborative, foresight and precautionary, compassionate, empathetic; the unsuccessful extraordinary leader, on the other hand, has been found to have characteristics that are far from science, arrogant, prejudiced, do not care about expert opinions, dreamer, do not take responsibility, and mislead followers.
