The special group of persons who are vulnerable to social exclusion are the parents of disabled children. After their child is born those parents concentrate on his or her treatment and rehabilitation. Mostly the mothers tend to give up their professional career and both parents abandon their cultural and social life. Thus after a few years their situation changes significantly. It is extremely difficult to bring them back to work and it also seems to be impossible to renew their social contacts. The academic social integration club, working alongside the university of Zielona Góra, is aimed to meet the needs of the parents who cope with their disabled children and it is the first to make an offer to those people who are in need of support.

The purpose of this article is to draw attention to the fundamental factors for the development of social services to families and to present major dilemmas that arise in this context. These conditions relate to the social policy model, which should direct the development of social policy instruments, including social services, and the place and role of families in the implementation and realization of those benefits and basic social services − activating and integrating. The whole argument presented in the article should encourage the representatives of science and practice to seek unanimous, and consistent long-term development strategy of social services to families. The overall objective of this strategy should be a real improvement in the condition of Polish families.

The aim of the presented study is to show the role of active social policy and social economy as forms of support of families. The authoress shows social challenges for social and family policy rooted in economic and cultural transformation, intensifying in the times of the economic crisis. The active social policy is the conception of policy orientated on social support and social services. This concept stresses the integration of public social ser-vices and services of employment. The individualization of services of social re-integration is a value of this approach with the simultaneous encouraging to the activation of the whole local communities.

Conducted in 2011 the reform of childcare up to three years is the starting point of analysis of changes in the institutional care of young children in Poland. This article aims to identify the specificity of the care system in Poland compared to those used in other European Union countries and analyze the previously functioning system, having its roots in the era of people democracy and the scope of the reforms introduced in 2011. The purpose is to indicate whether the reform of the system in fact significantly alter the care of little children and is conducive to increasing the scope of family support towards the implementation of the guidelines of the European Union.

Usługi społeczne dla rodziny seniorskiej – stan obecny i perspektywy rozwojowe

The article discusses the essence of social services for seniors and their families, the definition of social services, blind spots and scope of services. It presents a definition of a senior family in the wide context of demographic, social and economic changes as well as in the model of family and care itself. The author tries to show the connection between welfare services, social services and market of services, and the possible responsibility for all three services permeating each others. The systems of Polish and foreign standards of elderly people services are presented. Finally the article shows demands which meeting improve the quality of life of seniors and of their families.

The most important of them are: continuous increase in costs, what requires making choices which services are to be provided when and to what extent, multiplicity of forms of organisation and financing, renunciation of the term of definite model.

The article contains theoretical considerations of the good of the family and their reflection in the tasks of the state. The constitution of the Republic of Poland recognizes the family, marriage and parenthood as spontaneous values and assures them the protection not only in the frames of the community (family), but also in the individual dimension. The state has therefore to support the family in its workings in executing its social functions, but in a discreet way without the excessive interference in the sphere of the family life.

Wpływ warunków mieszkaniowych na dzietność w miastach 100-tysięcznych i większych w Polsce w latach 1998-2008

The research included verifying the hypothesis that housing is a substantial determinant of fertility in Polish cities of 100 thousand and more inhabitants classified according to regions in the years 1998-2008. The components of housing are: average number of rooms per dwelling and average usable floor space in square metre. The tool of choice applied in finding such mechanisms were regressive linear and ono-linear demometric constructs models of fertility. The results of analysis confirmed that the dwelling conditions influence total fertility rates at a part of given cities.

The crisis of welfare state has changed a model of functioning of social care. One of its elements is the transfer of responsibility for the growing category of dependent (disabled) people from professional institutions to their relatives. In this way there is crystallized the category of informal care providers (caregivers), which itself requires some support to effectively fulfill received duties. In the presented work there are discussed two questions: the impact of obligation of caregiving on the functioning of households and demand for services supporting the implementation of caregiving by the families. There are presented data analyses and outcomes from research made on the households dealing with depended family members in 2010 in Wrocław.

The aim of the paper is to present activities undertaken by universities in order to facilitate education for the disabled. The activities presented are based on legal regulations as well as the idea of disabled person being the rightful citizen.

The evolution of a family and its functions effected the increase of a role of social services for family, particularly attendance services for a small child and education services. Because of disability of a child, institutional assistance for family is necessary in his or her social and medical rehabilitation. Every child needs care according to his or her age. A disabled child needs special care, rehabilitation and medical action according to both a type of illness and a level of disability. Children with special educational needs, more and more learn and integrate in their peer environment in integration and public kindergartens as well as at integration and public primary schools.

Straipsnio objektas – naujoji evangelizacija. Straipsnį sudaro keturi skyriai. Pirmajame autorius gilinasi į naujosios evangelizacijos ištakas, neatidėliotiną poreikį ir svarbias prielaidas, inicijuotas Jono Pauliaus II, nuolatos skatinančias naująją evangelizaciją Bažnyčioje. Antrajame skyriuje autorius įrodė Jono Pauliaus II žinios svarbą tikintiesiems siekiant naujosios evangelizacijos Bažnyčiai įžengus į naująjį amžių ir naująjį tūkstantmetį. Trečiajame skyriuje nurodomi pagrindiniai uždaviniai, su kuriais susiduria tikintieji naujosios evangelizacijos veikloje po Didžiojo 2000 metų jubiliejaus. Ketvirtajame skyriuje analizuojama, ar veiksmingos tikintiesiems taikomos naujosios evangelizacijos priemonės. The article expresses the interest in “new evangelization”. The article consists of four paragraphs. In the first one the author draws attention to the genesis, an urgent need and significant assumptions initiated by Pope John Paul II, and continuously promoted new evangelization in the whole Church. In the second paragraph the author demonstrated the validity of John Paul’s II message to the faithful to implement the work of new evangelization after crossing over by the Church of the threshold of the new century and the new millennium. The third paragraph refers to the principal tasks that the participants are facing in the work of new evangelization after the conclusion of the Great Jubilee of the Year 2000. The last, fourth paragraph, includes the analysis of effectiveness conditions of implementation by the faithful of the new evangelization.

Religinių giesmių kankliavimas Lietuvoje XIX–XXI a.

XIX–XXI a. kanklininkų repertuare, greta dainų, šokių bei improvizacijų, svarbią vietą užėmė religinės giesmės. Istoriniai, archyviniai ir naujausi etnoinstrumentinių ekspedicijų duomenys rodo, kad jau nuo XVI a. Lietuvoje tradicinėmis kanklėmis pritardavo religinėms giesmėms: Žemaitijoje – senosioms „kantičkinėms“, Žemaičių Kalvarijos Kalnams ir Kryžiaus keliams; Suvalkijoje – Švč. M. Marijos valandoms; vakarų, pietryčių ir pietų Aukštaitijoje bei pietų Suvalkijoje – Graudiems verksmams. In the 19th–21st centuries, religious songs gained a significant position in the repertoire of Lithuanian kanklės (zither) players, together with dance tunes, songs and improvisations. Historical, archival data and the latest materials from ethnic instrument research expeditions indicate that religious songs were accompanied with music of the traditional kanklės as early as in the 16th century: in Samogitia, such songs were the archaic “chantbook” songs called “Kantičkinės”, the Mountains of Žemaičių Kalvarija (Samogitian Calvary) and the songs of Way of the Cross; in Sudovia, they would accompany the Hours of St. Mary the Virgin; meanwhile, in western, south-eastern and southern Aukštaitija and in southern Sudovia – “Mournful Whining”.

TEORIJSKE OSNOVE LOKALNE SAMOUPRAVE I NJENA ULOGA U SAVREMENOJ DRŽAVI

Theoretical presumptions and historical processes of occurence and development of local self-governance as a legal and political institution are elaborated in this piece of work. In the context of contemplating on contemporary theoretical concept of local self-governance the very emergence and growth of local communities are particularly explained, which had occured as the primary forms of territorial and common interest- bounded grouping of people in the process of human civilisation. Spatial closeness of people and common needs conditioned by it determined creation of norms, behaviour codes, and rights and duties characteristic of shared living conditions of those people in the local communities. Territorialisation of the society was followed up by territorialisation of governance. Common activities with objective to meet the needs take on terrirorial frame. Accordingly, the need to regulate the relations inside a local community led to the emergence of the first institutions of political authority. In fact, mergance of smaller territorial unities created more complex territorial governance systems, such as a state. This fact has had such an impact that even upon forming of a state its internal division into local communities remained intact. The state then acknowledged the right to autonomy to the local communities by forming units of local self-governance. Withing the context in question hereby, a clear distinction is made between terms local self- governance as an institutionalised form of meeting needs and interests of citizens within local communities and the term local community as a social and natural basis of local self-governance. The primary unit of local self-governance in all democratic states is municipality. It has its territory, elected bodies and institutions as well as local competences to enable it to influence economical and social development of local community. Within such unit the citizens directly and through their elected representatives govern public affairs of interest to them, except for the matters in charge of higher levels of authority. This citizens’ right is guaranteed both by law and constitution in all democratic states. Modern theoretical concept of local self- governance in contemporary states is explained from the aspect of decentralisation of political power and strenghtening of democratic institutions and values.

SUDSKA UPRAVA U BOSNI I HERCEGOVINI

This work treats a popular theme-situation in court management of ordinary courts in B&H. The accent is not on the matters of court management used for judicial authority in B&H, that is, its securing the right conditions for legal and efficient court activities, but on the organisation of the court management. Who constitutes management structure of jurisdiction protection of public and private subjective rights in B&H? President of the court, as the head of the court and court management, is the most responsible person for functiong of the particular court. The task and aim of this paper is to point out certain illogicalities which have been appearing in law and other positive regulations dealing with this matter in B&H. This work thus presents the author’s attempt to give some proposals for changes or addenda of those regulations. Therefore, we will try in this work to answer the question if the current positive and legal regulation of court management in B&H presents an appropriate legal basis for a process of accession of B&H into the EU.
