Summary/Abstract: The content of the research will try to solve two legal problems: an easy one and a difficult one. The first legal issue aims to demonstrate the importance of the principle of proportionality, which is the easy task. The difficult task is to understand why the principle of proportionality is important. What are the legal consequences of non-compliance with the principle of proportionality? When should the administrative act be analyzed through the spectrum of proportionality? What is the content of the principle of proportionality? These are a series of questions to which we will provide answers in this research.
