Social meso-system and social capacity: The infantile disease of Hungarian public policy making

Summary/Abstract: In the recent years the interest in the public policy analysis has increased in Hungary but its theoretical literature has still remained poor. The import of this literature has been aggravated by the fact that the relevant theoretical foundations of public policy analysis have been built into the particular social and cultural circumstances everywhere. Therefore their import in another social environment presupposes the domestication of the conceptual framework. Hence this paper tries to summarize these theoretical foundations of the public policy analysis from a point of view of the Hungarian EU accession. Thus, this paper emphasizes the infantile disease of Hungarian public policy making, first of all the weaknesses of the meso-institutions and social capacity, i.e. the institutional and capacity deficits.
