Summary/Abstract: In this article, we will review the main debates on the issue „EU as a global actor“ or „EU in the world“ and we will analyse the possibilities for the EU to have a more integrated foreign policy and to be a more active global power – especially in „high politics“ -, one of the topics in which the decision-making requires the agreement of all Member States. We will focus on the debate „if the EU is a global actor“ or not and on the public declarations of the European leaders as well as on the provisions of the Lisbon Treaty on the common foreign and security policy, focusing on the common foreign policy.
