Summary/Abstract: The Persian Empire, the first known great empire in history, has dominated a wide geography for about two centuries, extending from India to Eastern Europe. There were many ethnicities in the Persian Empire. Especially, Persians and Greeks had got common history. In order to accommodate many different ethnic elements in this vast geography, the Persians developed the current state system in the administration, as it was called at that time, the satrapy system. It was ruled by satrap. Satrap appointed by the great king. Satrap would fulfill his responsibilities to the great king. These responsibilities can be defined as taxing, recruiting soldiers and ensuring internal and external security of their location. Although there were satraps that rebelled from time to time, they were not at a level that would destroy the Persian Empire.
