Summary/Abstract: In recent years, in all parts of the world, including Europe, the process of modernizing public management has begun by digitizing the relationship between the country, the business environment and citizens, therefore, Romania, especially after the 1989 revolution, is striving to develop more and more towards a digital society. In Romania, it is also necessary to strive for a performance-oriented administration and a very transparent administrative behavior, focusing on the needs of the final beneficiaries, namely the citizens. Although Romania has many inconveniences in implementing administrative laws, these inconveniences can be overcome through better cooperation between public authorities, on the one hand, and better cooperation between authorities and citizens, on the other hand. Romania is increasingly using electronic communications, especially after joining the European Union, which has many benefits not only for citizens but also for the authorities. Electronic communication can increase transparency, efficiency and speed. Electronic communication provides a real basis for improving the performance of administrative actions and increasing citizen satisfaction.
