Summary/Abstract: The existing educational system does not cope with the pace of change in the needs of change in society, agriculture, industrial production, trade, education, medicine, rapidly developing society, based on the new emerging technological order. This situation has forced the conceptual perception of the approaches of modernizing the laborious training system, including the highest qualifications. The 4.0 transformation revolution in modern society, mechanical, repetitive activity were taken over by equipment and IoT. The new socio-economic reality, the human resources market currently requires specialists to focus on ingenuity, to develop new smart products, to understand how to transform society. The era of the global communication network has solved the major task of cultural memory (selection, storage and dissemination of information) and facilitated access to a terrifying volume of data. The purpose of the investigation is to research the development vector and score key priorities in society's efforts.
