Summary/Abstract: The synchronization with the modern West did not directly induce an advance in the economic civilization of the West, but a new historical edition of Oriental Peripherialization. For such a phenomenon, Western theories of modernization had not proposed appropriate explanatory models. Unlike the movement of economies, culture can get away from the peripheral tendency if, in its environment, creative personalities are born and asserted, capable of responding to this new challenge specific to oriental history. Thus, the true teaching area, in which the lessons on reactions to the world's crises must be searched, is the Oriental area through its geniuses and the eponymous works of the peoples. Eminescu's manuscripts, his social, economic, political and ethnological journalism acquire an exceptional significance and value for the national policies of the Oriental peoples. This journalistic proves it, as we will show in the present study, referring only to one of the dimensions of its theoretical system, namely the theory of demagogic and despotic states with their effect: The Fall in Oriental Semi-barbarity.
