Summary/Abstract: In every period, we encounter questions about how society and the world can be juster and better. Starting from Plato, who generate the first systematic ideas on the establishment of an ideal order, many thinkers have brought forward utopian systems as a result of these inquiries. However, the criticisms towards the depiction of the perfect paved the way for the emergence of dystopia. Dystopia, benefitting from utopias, presents a description of undesirable, oppressive societies. In this study, the existence techniques of the oppressive order and the life that Zamyatin fictionalized in Biz, a dystopia, and his criticism against totalitarian regimes will be discussed. The way the totalitarian structure creates itself and uses surveillance techniques will be explained and the status of the individual, freedoms and rights will be questioned. In this process of criticism and questioning, it will be revealed that the life in Biz has similarities and differences with the Panopticon. The techniques applied by the power to maintain its dominance and their relationship with freedom will be tried to be examined in connection with Foucault's views.
