Euro-pension for every citizen of the European community – it is time to begin a discussion

Summary/Abstract: Background: The subject of research is an attempt to start a discussion on a new model of the basic pension system in the entire European Union. Research purpose: The aim of the research conducted by the authors, one of which is the subject of this article, is to initiate a discussion on the creation of a project on the basic pension system covering all Member States of the European Union, and thus enabling the receipt of a benefit mitigating the effects of old age by every euro-citizen. The project is modelled on the schemes of pension systems’ first pillar of that are in force in the Member States of the European Community but without the capital part. The creation of a publicly available, voluntary retirement program – independent of individual Member States, covering the community area, located within the EU structures, with the ECB guarantees disbursement of funds and co-financing from EU funds, unrelated to ember budgets, private, complementary national pension security systems – will increase the sense of commonly desired stability and certainty of life in old age for all residents of the euro community. Such an organized structure will alleviate demographic problems that individual EU countries will not be able to cope with autonomously. The growing demographic crisis is destroying, and in the near future will paralyze all economic activities of all EU members. The internal conflicts of individual Member States, as well as external disputes, can be stopped by organizing joint, universally acceptable, socially useful programs. One of them is “Euroemerytura”, i.e. the European pension system supplementing the pension protection programs in force in the individual Member States. Methods: The study uses the method of analysing legal acts and references in connection with the deductive method. Conclusions: A new basic pension system, properly organized, located, and managed by the structures of the European Union, will provide a sense of stability. We must create and apply unconventional solutions, give something from ourselves, or take matters (retire) into our own hands because we cannot count on a miracle in times of demographic and economic crisis. The more so that the effects of destabilization in the global economy caused by COVID-19 are not known at present.
