Summary/Abstract: Decision makers’ internal and external threat perceptions and their evaluation of the self and the others play an important role in defining national security policies. With respect to the roadmaps thus prepared, the defense industry contributes to the purposes of survival, order and stability while simultaneously boosting national prosperity. This research offers a chronological and comparative analysis as to how Turkey and the international order was constructed and how internal/external threat perceptions had an impact on the defense industry’s institutional framework and manufacturing processes. Starting with the conceptual evolution of security in Turkey, the research sheds light on the defense industry’s technological mobilization and increasingly indigenous outputs against the backdrop of state support and private entrepreneurship to shoulder various responsibilities like border protection, counterinsurgency and counterterrorism.
