Regional inter-community development associations. A solution to the problems of the public sanitation service

Summary/Abstract: This article makes an radiography of the legal framework for the operation of public sanitation services, starting from some realities and dysfunctions regarding the operation of this service at national level. We come up with a strategic solution, in the medium and long term, to avoid the waste crisis by local public administrations and, thus, we propose as a solution the establishment of sanitation inter-community development associations (ADI), at regional level.
