General conditions for awarding the degree habilitated doctor

Summary/Abstract: In 2018, there was a reform of higher education in Poland. One of the effects of this reform was the modification of the requirements for awarding the degree of habilitated doctor. The article deals with the current general requirements necessary to award the degree of habilitated doctor, excluding the issues discussed in the additional publication, and is devoted to specific conditions for awarding the habilitation. The article expresses the author’s views resulting from an analysis of the legal status, and of the views expressed in legal science and in judicial decisions. The article discusses such issues as: non-statutory criteria for granting habilitation, the importance of bibliometrics for the evaluation of habilitation achievements, the scope of scientific achievements presented in the habilitation thesis, including the importance of a doctorate and scientific achievements before the doctorate, and limitations resulting from transitional provisions to the reform of higher education.
