A New Threshold in the Turkish-Russian Relations: The Northern Caucasus as an Area of Cooperation

Summary/Abstract: This article sets out a cultural approach to ensuring the security in the Caucasus that is now undergoing an impasse due to problems such as frozen conflicts, social issues, and terrorism. The author argues that an effective diplomatic initiative, covering the whole cultural area of Russia and Turkey, two countries which have since the nineties succeeded in overcoming the major crises in Caucasus and brought their bilateral relations to a high point, would strengthen the understanding of coexistence and mutual trust through increasing communication and interaction between Caucasian peoples. Strengthening the links between Muslim peoples in Russian Caucasus and those who have Caucasus origin in Turkey is emphasized as the most important element of this initiative. It is expressed that similar models for cooperation can be developed by examining the achievements of TURKSOY initiatives and the Association of Caucasus Universities.
