Summary/Abstract: The study consists of three parts. The first one describes the contemporary role of local government units from the perspective of the situation of people with disabilities. It also describes the basic assumptions of the communal strategic management process and the tools used in it. The second part contains the most important information on the concept of normalizing the living environment of people with disabilities. The main significance of the article is in the third part, presenting the results of own research, consisting in a qualitative categorical analysis of records concerning the issue of disability included in the Strategies of development and in the Strategies for Solving social problems of the Cieszyn district communes. The paper ends with a summary.The aim of the study is to identify overarching areas in the field of normalization of the living environment of people with disabilities, which will become visible after the analysis of the content concerning this social group included in strategic docu-ments of 12 communes included of the Cieszyn district. The complementary aim is to assign detailed measures in this scope to the superior areas of standardization. It is important to recognize in whether communes, as the smallest local government units, respect the needs of people with disabilities by including in the developed strategies manifestations the activities related to the normalization of the living environment and conducive to social inclusion of this disadvantaged group.
