Summary/Abstract: The aim of this study is to examine the changes that have taken place in central and local governments both in general and in the provision of municipal services during COVID 19, with a particular focus on Trabzon, Turkey. According to the literature, outbreaks constitute large-scale health events that lead to changes in management and life on a historical scale. Turkey’s administrative system features both centralized and decentralized management. It is only natural that the services provided by municipalities – which are part of decentralization – are also affected by the coronavirus epidemic. In this context, the researchers of this study both interviewed and surveyed those working for the Municipality of Trabzon, including district mayors, officials, and various other civil servants, and then compared and contrasted the data they extracted from that. What they found was that coronavirus epidemic has indeed sparked number of changes in how the city/province delivers municipal services, as well as changes in how Trabzonites lead their lives. It is anticipated that the findings from this study and the innovative use of a hybrid interview-survey method will contribute to the literature.
