Summary/Abstract: At a lower hierarchical level, they face the challenge of managing a large workforce from which efficiency and effectiveness are expected. States have responded differently to these challenges, depending on administrative tradition and current political priorities. However, there are common elements in the latest developments identified in civil service management in the member countries. We started from the classical distinction between the two main types of public office.
