Summary/Abstract: Performance in Public Administration, the prerequisite for quality assurance in the development of a territory.To address government performance and its role as developing a territorial space is important notion referring to aspects of performance and its management within the institutions of that administration. In view of these premises are referred to the performance evaluation process treated as a result of social and communication based on four components and an evaluation system that allows an evolution of territory quality. For a proper assessment of performance and quality implicitly refers to territorial development, with emphasis on quality standards and performance indicators. One way to show the performance of public administration at regional or local level is the territorial competitiveness. In this context, the essential features of regional competitiveness and its determinant factors are underlined. Also how local government engages in effective recovery by developing and implementing their strategies and policies in regional profile. It states that in order to achieve desired development goals, formal or direct comparison of actual performance with expected, followed by knowledge of the relevant feed-back, an opportunity to correct assessment of achievements and contribution of individual actions, namely those of group against established powers.
