Summary/Abstract: Improving the quality of preschool education has become an important area of public policy initiatives in the member states of the European Union. Using open method of cooperation and coordination it creates a reference framework for joint learning, monitoring progress, and setting global goals and guidelines for action. All activities are undertaken with the aim of ensuring opportunities for equal access in preschool education for all children, with special emphasis on marginalized and vulnerable. The paper analyzes the key activities undertaken in the European context in the field of priority objectives. As the basis, it’s taken The European quality framework on early childhood education and care, made by a team of experts from 25 member states, with the aim for the common understanding of quality and improvement of existing practice. Within this framework, it’s made a reflection to the state of preschool education in Bosnia and Herzegovina and considering it’s developmental perspectives. The results of the analysis show that in all five pillars of the European Quality Framework (Accessibility, Workforce, Curriculum, Monitoring and Evaluation, Governance and Financing), Bosnia and Herzegovina must undertake reform measures to achieve European goals.
