Summary/Abstract: The article provides an analysis of the system of the social security of families with dependent children in nine European countries which, for research purposes, were classified into the Scandinavian and Continental welfare state models. The aim was to analyse the conditions governing entitlement to the material support of families with children during the whole of their life-cycle - from the pre-natal period to young adulthood. The author presents two hypotheses: the Czech meanstested child allowance fails to meet the standards applied in the other assessed countries and the length of the parental leave period exceeds that of the other monitored countries. Both hypotheses were validated. The article also presents an alternative model of a social security system for families with children that was inspired by the Swedish model. The model incorporates a universal child allowance and the guarantee of the availability of shorter working hours.
