Summary/Abstract: The Romanian public administration must accept and implement the administrative values that define the European space: transparency, predictability, responsibility, adaptability and efficiency, values that must be found in the institutions and administrative processes at all levels. The public administration expresses the institutional bases of the way countries are governed, responds to the needs of society, and operates based on organizational structures, processes, roles, relationships, policies and programs, and their application must be verified by an independent control system. in order to optimize the decision-making process, improve the quality of public services by promoting and introducing the elements of quality management. The aim of the paper is to identify ways to improve the quality of management at local level using scientific theories, their implementation in the public sector.
