Summary/Abstract: The substantial problem about offence with hatred and prejudice as an essential characteristic is in relation between executor and victim, which is based in the wrong impression and image about victim. This image of the executor toward victim is not based in the own experience, but is a result of wrong generalization very often, and suspectible to stereotypes. The victim represents symbol of that what the executor attacks, even the victim is not belongs to social environments and social class that is an object of attack. Offenders of such crimes seeing in the victims personification of the all their life hardships, so it is necessary inclusion not only a lawyers, but all segments of social and scientific community in the coverage and consideration of this problem. The most often, a victims can be found in a social groups which are considered now as exposed and endangered, like a returnees, ethnic minorities in a specific area, members of the LGBT movement, immigrants, women and children.
