Summary/Abstract: This article aims to be a critical review, with comparative and hermeneutic techniques, about the labour relations development into the welfare state economy and the current fall in the digital economy and the post-globalization. There is a diagnosis of the transition in progress (4th industrial & digital revolution with the change in labour relations and business culture), from the human resources departments for replicate-workers in traditional bureaucratic corporations, to the emergence of the talent development areas for creative-collaborators in agile business organizations. Also, it includes additional explanations about the new kind of collaborators (knowmads & freeriders), and the officer of cultural management and talent development.
