Another part found a place in the ruler’s office and had a certain role in the foreign policy of the state. The political refugees from Byzantium also carried the empire’s rich experience in administrative management. The importance of foreigners for the development of the medieval Bulgarian state can also be found in the field of material production. Many of its subtleties were transmitted by foreigners who found a refuge in Bulgaria for different reasons. In general, all the information clearly shows that, like Byzantium, medieval Bulgaria became а destination for various personalities, forced for one reason or another to leave their homeland.Overall, it may be said that although relatively scarce, the information about educated foreigners presents an interesting palette of different personalities whose fate is closely intertwined with the history of the First Bulgarian State.
