Summary/Abstract: The establishment of the European External Action Service, widely known as the EU’s diplomatic service, has generated much interest since the signing of the Treaty of Lisbon, which provided a legal basis for its creation. As the organisation and functioning of the European External Action Service is within the competence of the Council of the EU, the Council passed the required decision which is analysed in this article. This decision clarified many controversial issues, such as the composition of the Service which should maintain its supranational identity but also ensure adequate geographical and gender balance, as well as the financing of the Service.
