Summary/Abstract: In violation of the provisions of the convention concluded on April 4/16, 1877, the Treaty of San Stefano allowed Russia to maintain the army on the territory of Romania for at least two years. The capture of capital Bucharest was thus not excluded. Prince Carol I envisioned a possible resistance in Oltenia, where forces were concentrated accordingly. In order to assess the readiness of the troops and the morale of the civilian population, he went to inspect the towns from Oltenia and the west of Muntenia where the most important units were located (Slatina, Balş, Craiova, Turnu Severin, Calafat, Pitești, Târgoviște, Curtea de Argeș, Câmpulung-Muscel). Prince Carol I also visited the battlefields of Vidin, Smârdan and Rahova. Satisfied with what he found, the ruler issued a high order on May 12, 1878, in which he stated that the war represented a school of military discipline. In all the garrisons he inspected, Carol I decorated officers and soldiers, especially those who had been wounded and had returned to work.
