Summary/Abstract: In his work, the author deals with the basic questions relative to the possibilities of the establishment of the environmental law as the constituent part of the science of law and legislation in force, the legal approach to the environmental protection issues, the determination of the subject of the environmental law, the possibility of development of the systematized ecological-legal protection, the outline of its basic goals, the defining of the complex methodological apparatus, the elements of the international law which are significant for the development of the environmental law, with special view to its development in the FR Yugoslavia, and by relying on the aforementioned elements, presents his overall view regarding the minimal number of steps to the establishment of the subject of ECOLOGY — ENVIRONMENTAL LAW. Herein are also included the steps to the buildup of a comprehensive, based on the positive law, environmental protection at the FR Yugoslavia level.
