Summary/Abstract: Cyberspace gains a high level of importance, on one hand due to the new related developments and their constituent peculiarities, but especially due to the actions more and more diverse, performed by state and non-state entities, whose consequences may gain different proportions. When it comes for the actions carried out by states, their level of sophistication is so multifarious that the spectrum of operational possibilities specific to the digital domain includes a wide range of maneuvers that can be performed in order to fulfill the objectives at the tactic, operative and strategic level. An example of such strategic objective is represented by the imposition of the state will, both internally and externally. In some states, marked by strong movements against the government, the state imposes some norms/rules that impact its own cyberspace, but which lead to the maximization of the chances to impose the state will. In this sense, this type of actions will be analyzed in the present paper, part of them performed by states with significant experience and cyber capabilities (like the People’s Republic of China, the Russian Federation, the Republic of India or the Islamic Republic of Iran) or by states whose cyber domains are at the initial levels of developments.
