Summary/Abstract: The First World War left behind a devastated Europe all the more so since the destructions caused by the war deeply affected all branches of the economy. Thus, along the reconstruction of buildings and infrastructure, the solving of the acute housing shortage that affected big cities was among the political priorities of the third decade of the 20th century, in a context where the required manpower was deficient.
