Summary/Abstract: Ensuring the effective use of limited public resources in terms of R&D activities, together with all fields, is important for state budgets and national economies. Accordingly, this study analyzes the relative efficiency of public R&D expenditures of 29 OECD countries, including Turkey in 2019, with the DEA model with variable returns according to the output-oriented scale. According to the results of the analysis, countries with relative technical efficiency are Canada, Denmark, Finland, Iceland, Ireland, Japan, Latvia, Lithuania, Luxembourg, Mexico, Norway, Portugal, Slovakia and England. The countries with the lowest relative technical efficiency value are Hungary, the Czech Republic, France and Greece. On the other hand, Turkey is one of the countries that cannot reach the efficiency limit. The biggest reason is that the number of patents in Turkey is low.
