Summary/Abstract: 1807 was one of the most troubled years in Ottoman history. The multiplicity, effects and consequences of the events that took place in that year seriously shook the Ottoman Empire. During this period, the Ottoman-Russian war developed against the Ottomans. Selim III went through the most challenging year of his reign. Certain circles in the country against the Sultan and Nizam-ı Cedid (The New Order) reforms strengthened every day. Finally, the Kabakçı Revolt dethroned the Sultan in May 1807. Ottoman Empire trusted France to get out of this difficult situation. Close political relations were established with this state after 1806. After 1807, negotiations were initiated for an alliance, especially against Russia. The Emperor of France, Napoleon, manipulated the Ottomans with various promises and diplomatic rhetoric. The Ottoman government considered France an ally; however, they were unaware of Napoleon's secret plans. Napoleon planned to sacrifice the Ottoman Empire for a permanent alliance with Russia, which was his main objective. This became evident when France defeated Russia in the Battle of Friedland in June 1807. The Tilsit Treaty, signed by France and Russia on 7 July, right after the war, made it clear that France ignored the Ottoman Empire. Realizing these developments, the Ottoman government started to plan future foreign policy steps based on the current developments. Thus, the Ottoman bureaucracy spent efforts to analyze the Tilsit Treaty and subsequent developments. In this context, they discussed the political developments, diplomatic contacts, alliances and conflicts between the Treaty of Tilsit and 1808. The course of international relations, diplomacy, and especially Ottoman foreign policy were scrutinized based on the Ottoman archives.
