Summary/Abstract: An axiom of the international relations proves the fact that, after the „Thirty Years’ War” and the Westphalian Peace of 1648, the world is governed by a system of rules unanimously and obviously, or tacitly accepted by all actors of the international system. The existence of an international system is treated today as a constant factor of the theory of international relations, whether we are talking about a realistic, liberal, conservative, structuralist approach or any other school of thought. Even those critical, radical, postmodern theories that attack or deny the existence of an international system often oppose the way in which theories in the academic and political „mainstream” represent their system rather than denying the existence of such a system.
