Summary/Abstract: Basic starting idea of Professor Milutinović in elaborating the problems of penology is the one of resocialisation of convicted persons. He thus accepts a purely rehabilitation concept of criminal sanctions, which requires the preventive-therapeutic approach to personality of a perpetrator of a criminal offence, meaning that the principal emphasis should be placed on the issue of treatment. Related issue is therefore the individualisation of treatment, not only regarding the individual, but also regarding the group. In this respect the importance is pointed out of correction methods and technique of treatment, including the conditions of a successful application thereof. Further discussed in relation to basic problems of institutional treatment are the difficulties in the implementation, their cause and proposed solutions. Milutinović favours differentiated approach to treatment and thorough analysis of problems connected to observation and classification of convicts. He also treats the problems of various forms of treatment, emphasizing that effects of individual forms are not yet sufficiently studied. This is why it is important to have empirical research in order to find out the real effect of different forms of treatment and to increase their efficiency. Out-of-institutional treatment is also elaborated by Professor Milutinovié, as a significant means for social rehabilitation of delinquents. Other issues include those significant for successful resocialisation of convicted persons, such as that of organisation and structure of detention institutions. These are studied by him not only from the point of view of formal organisation, but also as specific social environment with informal relations between people sharing a dark destiny of isolation. This is a particular area of penology involving complex sociological and psychological study of prison.
