Summary/Abstract: Based on comparisons in recent years with European countries as a whole, with countries in transition and with Bulgaria's neighboring countries, the opinion emerges that in Bulgarian organizations in the current period the position of the HRM subject is unconvincing. Without solving this problem, it is difficult to develop and implement successful strategies and policies at any level, especially in crisis situations and periods, such as 2020, 2021 and the emerging 2022.The main goal of the strategic management of human resources is the synchronization of all mechanisms for managing people, set up to continuously receive and transform the signals of the external environment into purposeful internal organizational influences. The serious challenges that are on the agenda of the public administrations of the EU member states and the acceding countries, including Bulgaria, give rise to the need for leaders who have high professionalism. Adopting the approach of strategic management for successful modernization of the administration requires the formation of a number of new skills for employee management, such as defining the vision, mission and goals of the organization, uniting the individual interests of individual employees in order to achieve organizational goals, objective assessment of the contribution of each employee to pre-agreed goals, standards and desired behaviors.
