THE DEVELOPMENT OF PROFESSIONAL ORIENTATION IN FORMER YUGOSLAVIA

Summary/Abstract: The paper presents the results of a research of the development of professional orientation in Europe, specifically in Yugoslavia, i.e. exemplified by the situation in Monte Negro. It turned out that in Monte Negro, as well as in the whole region, the process of professional orientation was, and still is, an attempt of coordinated activities of the educational system, the state employment agency, Institute for improvement of education, alternations of legal regulations, etc. In the Yugoslavian era professional orientation had many phases and was highly respected but, of lately, the states of ex-Yugoslavia, Monte Negro included, its conception and implementation are in the process of harmonization with the current strategy and practice in the EU. The main conclusion is, regardless of this trend, that the demand for professional informing and counseling should be conducted throughout compulsory schooling, especially in elementary, and later in secondary school, and must not be ignored. The performed research whose results we present here may hopefully be useful to all parties interested in understanding the wider context of professional orientation, its origins and development in our region, as well as to serve as a base for further research.
