RETHINKING THE TERRITORIAL ORGANISATION

Summary/Abstract: This paper examined the sustainability of municipalities formed from parts of the municipalities. The verification is ex post process with the following components: tradition, tolerance, talent, demographic capacity, economic capacity, financial capacity and convergence (3TK4). Each component is assessing from 1 (minimum) to 3 (maximum). Total sum indicates sustainability of the municipality. The documentation used for verification has been taken over by the Federal Bureau of Development Planning of Bosnia and Herzegovina, the Federal Bureau of Statistics, and municipalities Sapna. This method of ex post evaluation could be developed in depth and in width. The theoretical framework is recent approaches that focus on space, cities, regions, local development (Krugman, Fujita, Thisse, Garrsten, Martin, Myrdal, etc). The main conclusion is: there is a need for ex post evaluation of territorial organization in the context of current discussions of the Constitution and discussions of EU accession.
