Quality of Life: Between New Welfare Concepts and Social Challenges

Summary/Abstract: An overview of contemporary welfare concepts is presented and their dynamic development analysed with two focuses. The first is about the social context and actors and highlights the impact they have on how ''welfare'' is particularly articulated. Three specific courses of articulation are identified – the scientific, policy and that of administrative statistics; they are found to be increasingly interpenetrated in contemporary Europe. The second analytical focus is in the content of welfare concepts; it is argued that they substantially differ according to the level to which they locate the responsibility for welfare under circumstances of increasing institutionalisation of individualied risks. In conclusion, the specific situation of the concept of ‘quality of life’ is observed and its advantage pointed out in being less impacted by the contemporary policy rhetoric.
