A Significant Figure Among the Education Bureaucrats in the Period of Abdülhamid II: Fârukîzade Abdullah Hasîb Efendi

Summary/Abstract: Non-Muslim and foreign schools opened in the European style became educational institutions which were in high demand and where people desired to receive education due to the teaching of a foreign language as well as the delivery of high-quality education along with other opportunities, although their missionary and destructive effect was known. This demand and great interest were not only limited to the capital city but also affected the countryside. Local Muslim children, as well as non-Muslims, were attracted to these schools in a short time. Especially during the period of Abdülhamid II (1876-1909), all the initiatives and activities performed in the field of education should be considered a counter-reflex movement initiated obligatorily to protect the unity, peace, and integrity of the country from the harmful activities and destructive effects of afore-mentioned schools. The organization and schooling initiated rapidly in all provinces as of the 1880s, the opening and promotion of Turkish private schools, regarded as a national alternative, and all other activities and precautions took place as a result of the said necessity. Another important precaution taken was the foundation of the Non-Muslim and Foreign Schools Inspectorship that operated between 1886 and 1911 to take on the duty of inspecting foreign schools in Dersaadet and Bilâd-ı Selâse and performing all the official operations.
