Summary/Abstract: The Ottoman Empire lost almost all of its ships in the navy with the attack of the Russians in the Battle of Chesma, which took place in 1770, during the war of 1768-1774. After the Battle of Chesma, the Ottoman Empire made important arrangements in basic areas such as shipbuilding, shipyard management and personnel training for the modernization of its maritime. One of the steps taken into this process was the construction of a dry dock in the Imperial Naval Arsenal by the Swedish engineer committee led by A. E. Rhode during the reign of Selim III (1789-1807). Until the dry dock was put into service, the construction, equipment and repairs of the ships were carried out in the covered hangars called “eye” on land in the Imperial Naval Arsenal. The ships, whose construction, equipment and repair were completed on land, were then launched over the slipways. However, launching the ships with this method could cause various accidents that caused damages. Also, the use of manpower while launching the ships increased the labor costs. Putting the dry dock into service eliminated the aforementioned problems. During the reign of Mahmud II (1808-1839), it was decided to build another new dry dock in the Imperial Naval Arsenal.
