Summary/Abstract: The author departs from the statement that the Polish electoral law does not support the creation of a competent, democratic elite in the country. The initial reasons are embedded in the current electoral law that impairs the quality of the Polish democracy. To revitalize the democratic procedures, to get voters more engaged in the electoral process, to make it locally more dependant on individual choices and diminish the leader-driven party system the author, influenced by the German example, outlines the pro ject of a more personalized and proportionate electoral law. And remains skeptical that it could be implemented soon – but recommendations should be planned and discussed as constitutional reforms might be needed to reinvigorate democracy in Poland.
