Summary/Abstract: The European Union is an organization that can use a wide range of instruments (political, diplomatic, economic, financial, consular, legal) in response to a crisis. The EU crisis management and planning process must be able to effectively implement the full range of tools and capabilities at its disposal and thus contribute to the EU's recognition as a global player in security and peacekeeping.
