Summary/Abstract: The independent rule of the Bulgarian Agrarian Union (1920–1923) was a time of intensive changes in Bulgaria’s socio-political life. Important transformations occurred also in the system of Bulgarian parliamentarism. The Agrarian Union put the accents of its work on the active legislative activity of the National Assembly. The increase in the quantity of the laws passed, however, was at the expense of their quality and ignoring the opinion of the opposition. The impudent attitude towards the opposition was manifested in the consistent avoidance of “interpellations” by the MPs and “questions” by the Council of Ministers. In this way the executive power “slipped away” from parliamentary control. The agrarians ensured a governmental majority at the cost of the unlawful cancelling of 13 MPs of the opposition. During its three years in office the Council of Ministers often showed disrespect of the immunity of the opposition MPs. In the ultimate analysis the National Assembly to a large extent lost political prestige. The centres of power shifted towards the agrarian party structures and the Government. All this gives grounds to reject the thesis that the administration of the Bulgarian Agrarian Union was democratic and “rule by the people”.
