Summary/Abstract: According to the Municipal Self-Government Act, the municipality is obliged to promote the principle of self-governance. In the opinion of some of the municipal local governments, one of the ways to implement this principle is to allow members of the municipal council to appoint their social advisors. The inspiration for this idea comes from the national parliament. In the article, the author lists the municipalities where the members of the city council are allowed to appoint their social advisers, and also those where such an idea was considered. The article describes the institution of social advisers, their duties and rights, and aims to assess its legitimacy, since there are several legal doubts given by the supervisory bodies and administrative courts. The author concludes the article by presenting another way, through which it would be possible to legally promote the principle of self-governance.
