Summary/Abstract: The article is about the arrangement of administrative proceedings, concerning the servicing of physical and juridical persons, and the control over administrative acts and proceeding about motions and warning that effects from the adoption of the Administrative Procedure Code (APC). The arrangement of APC caused the repeal of the present Law of Administrative Service of Physical and Juridical Persons. The entire activity over the providing of administrative services is regulated by the Law of Administration. APC separates the motions and the warnings, meanwhile providing different procedures for their investigation. It offers new modern means for public control over the activity of the administration. The written form of pronouncing is mandatory for the warned institution together with its obligation to notify the sender of the motion or the warnings concerning the undertaken actions. An advantage of the new arrangement is the overcoming of the contradiction in the presentlegislation on complaints and claims, and such ones, placed out of the area of their application. Attention is paid to the advantages and disadvantages of the new regulations. The author holds that the adoption of APC, with its unity of the rules for the work of administrative bodies creates additional real guarantees about fair and equal treatment of different persons. The principles of objectivity, prudence and professional skills in the work of the administration are introduced as rules of the law.
